New amendments in traffic rules: children not in the car to leave, into the oncoming lane to go

At the end of June, the government adopted new amendments to the Rules of the road.

Regular belt

Children’s chair you can now not be spent. Alas, despite the results of numerous studies and the opinion of most experts, the government decided that children over seven years old in the back seat, you can wear regular safety belts.

Paragraph 22.9 of the Rules of the road now looks like this:

“Transportation of children under 7 years in the car and the cab of the truck and constructed with safety belts or safety belts and the ISOFIX child restraint system should be carried out with the use of child restraint systems (devices) corresponding to the weight and height of a child.

Children aged 7 to 11 years (inclusive) in the car and the cab of the truck and constructed with safety belts or safety belts and the ISOFIX child restraint system should be carried out with the use of child restraint systems (devices) corresponding to the weight and height of a child, or with the use of seat beltsand the front seat of the car — only with use of child restraint systems (devices) corresponding to the weight and height of a child.

Installation in a passenger car and a truck cab child restraint systems (devices) for children should be carried out in accordance with the user manual for these systems (devices). It is prohibited to carry children under 12 years old in the back seat of a motorcycle”.

Rules of transportation of children has changed. If in the front seat children under 11 years are allowed to carry only restraints, the rear smaller passengers from 7 to 11 years can wear regular belts.Rules of transportation of children has changed. One of the owners sigh with relief, say, you don’t need to spend extra money on a car seat. Another worried to think about the consequences when faced with cars will be a seven year old child without a car seat. Just a couple of months ago, we conducted our research, which showed that only with a child seat can save a child.

Children in danger?!

At first I thought that our government issues of child safety are not interested. But, after reading with the following amendment, understand that it is not. Well, at least, officials have tried to show their children’s backs.

From this day children up to seven years under any pretext should not be left alone in the car! Punishment yet, but I am sure that in a short time the deputies of the majority party will establish severe punishment of erring motorists. I think it would be or a fine of five thousand or administrative arrest, or deprivation of the right of management. And then the materials will be redirected to the Department of custody and guardianship. Again leave the kid alone in the car, then you’ve failed as a parent and the rights (already a parent) you certainly need to deprive.

To leave children under 7 years in the car without adult supervision not! Even if you arrived at the gas station or pay for Parking. Punishment, however, for it is not.To leave children under 7 years in the car without adult supervision not! Even if you arrived at the gas station or pay for Parking. In General, to prescribe such Rules of the road, in my opinion, nonsense. The current legislation has enough norms, which can really punish the offending parent. Take, for example, the Criminal code article “Leaving in danger”. So no, it is necessary to prescribe the SDA another requirement, which, by the way, and work is not to be. Well, who you think will keep track of parked cars? Inspectors of traffic police that the road is almost not visible?

In General, the solution to these things is worthy of our government: how loud and senseless.

The opposite

Another proposal is that the oncoming lane. Everything is simple. In order to avoid disputes in section 9 of the Regulations a paragraph clarifying when the oncoming call impossible. In fact, it is the repetition of certain provisions of the SDA.

The prohibition of travel into the oncoming lane prescribed in the SDA separately. Possible disputes between drivers and inspectors the DPS will be less. The prohibition of travel into the oncoming lane prescribed in the SDA separately. But if on such roads the prohibition is obvious, on two-lane roads, probably not. Otherwise, explain the logic of the proposed changes I can’t.The SDA stipulates all cases when it is forbidden to leave on a strip of oncoming traffic. Reading and memorizing paragraph 9.1 (1):

“On all roads with two way traffic do not drive on the lane designated for oncoming traffic, if it is separated tramway track, dividing line, markings 1.1, 1.3 or 1.11 markings, intermittent line which is located to the left”.

In other words, if the road is divided by tram ways, forget about overtaking. Similarly, forget about overtaking (and just about the movement in the opposite lane) if oncoming traffic is separated by a solid (1.1), a double solid (1.3), or a double strip, one of which is intermittent (1.11). And separately reminded of a line 1.11. It is possible to cross from the intermittent (starting overtaking) and from the continuous (ending with overtaking). On the contrary — it is impossible.

Narrow roadway. One lane in each direction. The continuous strip 1.1 forbids us to go into the oncoming lane. Now it is spelled out separately in the ninth section of the Rules.Narrow roadway. Once again, this paragraph is nothing new. So just take note of the emergence of a new paragraph and do not break traffic rules.
